Halifax Housing Starts Surge to Second-Highest Level Ever Recorded

New CMHC data shows Halifax posted its second-highest monthly housing starts on record in October 2025, signalling sustained construction momentum across the region. The city recorded 552 new housing starts, driven overwhelmingly by multi-unit apartment construction. Although completions dipped to 276 units, the number of homes under construction climbed to more than 13,000 — the highest level in Halifax’s history.

CMHC attributes the surge to continued demand for rental housing as population growth outpaces supply. However, it also warns that while starts remain strong today, elevated borrowing costs and financial pressures on developers may slow future activity. Despite these challenges, Halifax continues to outperform most Canadian markets on new rental construction, with multi-unit projects underpinning the vast majority of growth.
