Developer proposes second 30-storey tower for Dartmouth Cove area
George Giannoulis’ Mosaik Properties is proposing another 30-storey tower for the Dartmouth Cove area.
WM Fares Architects applied on Mosaik’s behalf to build 390 new homes at 42 Canal St. — the former site of Value Village and then the Harbourview Market.
The proposed one- and two-bedroom units would be split between three towers, one rising 30 storeys and the others seven storeys. The developer is proposing two levels of underground parking with 320 spaces in total. It would include almost 2,700 square metres of commercial space in the ground floors.
The Dartmouth Cove area, between Portland Street and Alderney Drive, is a future growth node under the Centre Plan, like the West End Mall site. Unlike that site, the municipality has already set the parameters for development in the area, assigning maximum floor area for each property.
The developer wants to apply the Centre 2 zoning from the Centre Plan to the property, but with one variance to allow the mid-rise buildings to be three metres higher than the zoning permits.
The municipality is seeking feedback on the proposal, with more information available here. The Harbour East Marine Drive Community Council will be responsible for approving the development agreement after a public hearing.
Mosaik has plans for another property in the Dartmouth Cove area.
The Harbour East Marine Drive Community Council approved Mosaik’s proposal for a 30-storey tower at 11 Canal St. in January. The developer expects to begin construction on that project in 2025 to coincide with the construction of HRM’s new Patuo’qn Street, connecting Dartmouth Cove to the rest of the downtown.
