Halifax Water files 2026 general rate application
Halifax Water has filed a 678-page general rate application with the Nova Scotia Regulatory and Appeals Board, seeking approval for new water, wastewater and stormwater rates for 2027–28 and 2028–29*.*
The proposal is structured to keep the combined average residential bill increase to no more than 9% in each year*. Halifax Water proposes leaving base charges unchanged, with most of the increase applied through water-consumption and wastewater-discharge rates. Changes to stormwater and fire-protection charges would be more limited.*
The application attributes the need for higher rates to rising operating and financing costs, infrastructure renewal, regulatory requirements and continued investment in water, wastewater and stormwater systems. It also includes cost-of-service and affordability studies, updated customer rules and projected bill impacts.
The proposed rates are subject to the Board’s review and approval. RHPNS will examine the application in greater detail and provide members with further analysis as the regulatory process advances.
