NSRAB approves Halifax Water rate increases averaging approximately 18% in 2026
The Nova Scotia Regulatory and Appeals Board has approved Halifax Water’s revised General Rate Increase, resulting in average water, wastewater, and stormwater rate increases of approximately 18% in 2026—down from the utility’s original proposal of 36.6% but still representing significant rate shock for customers. The approved rates take effect January 1, 2026, with additional increases implemented April 1, 2026.
From a multi-unit residential perspective, the decision confirms continued upward pressure on operating costs for apartment buildings, particularly those with large meters and stormwater exposure. While approving the revised rates, the Board expressed concern over affordability and governance issues, directing Halifax Water to strengthen its affordability analysis, review debt and financing strategies, reassess staffing growth, and explore potential relief measures with HRM to mitigate future rate increases. Amendments to the Automatic Landlord Program were delayed for six months, and Halifax Water was ordered to provide clearer, class-specific rate impact reporting in future applications.
