On behalf of Rental Housing Providers Nova Scotia, I would like to express my appreciation to the Nova Scotia Regulatory and Appeals Board for overseeing this process.

We don’t intend to revisit every point discussed during this matter.

The fundamental issues that we raised at the beginning of the hearing remain unaddressed by Halifax Water:

• The rate shock Halifax Water is seeking to impose on its customers and lack of action around affordability questions from its customers;

• The refusal of Halifax Water to entertain a long-term settlement agreement that would allow Halifax Water to achieve a significant portion of its requested revenue requirement, but collected over a longer period of time to permit its customers to undertake long-term budgeting;

• The lack of any business case, as was the case for Halifax Water’s previous revenue application in 2023, to enshrine an Automatic Landlord Program to assign payment responsibility from tenants with customer accounts with Halifax Water who are unable to pay to their respective landlords; and

• No long-term, enterprise-wide focus by Halifax Water on demand side management.
